Planning decisions
Last week’s meeting of the Development Control Committee was uncontroversial, at least as far as applications in the Rickmansworth area were concerned.

An application for an extension to Comet House (on the station roundabout) was approved - the extension is within the footprint of the buildings, and will not be visible form most angles. 08/1351/FUL.

Developers have failed to overturn the decision to refuse an application for the demolition of the existing car showroom at 253 Watford Road, Croxley Green, and erection of 43 one and two bedroom apartments in 2, three/four storey blocks with basement car parking. The Planning Inspector upheld Three Rivers’ decision and dismissed the appeal. 08/1487/FUL.

Moneyhill Post Office to close
Despite hundreds of signatures on a petition (at least 1,500 in Moneyhill alone), Post Office Ltd has decided to go ahead with the closure of seven Post Offices in S W Herts, including the one in Moneyhill Parade. One has to ask whether the “consultation” was just a box-ticking exercise carried out after the decision had already been made. The consultation documentation certainly did not inspire confidence - it named the local councils for Moneyhill as Chorleywood District Council (which became part of Three Rivers in 1974) and Berkhamsted Town Council. Yes, really.
The Post Office response to the objections to closing Moneyhill includes this gem: “There are two alternative Post Office branches within a mile of Money Hill branch … Rickmansworth [and] Barnet Road.” I think they mean Tudor Parade. No wonder so many letters get lost in the post!

Heat-source system goes live
The new environmentally-friendly heat-source pumps buried underneath the Rose Garden at Three Rivers House are now in operation. The water pipes are buried two metres below ground where there is a heat level of 10 - 11 degrees Celsius. At this depth, the soil stays at a relatively constant temperature, compared to the much wider variations in air temperature. Because the ground is warmer than the air in winter and cooler than the air in summer, the closed loop system can help provide both heating and cooling at different times of the year. This saves on energy costs and reduces the Council’s carbon footprint.

Walk your way to health, Nordic style
Do you enjoy sociable, fun and easy-to-learn exercise techniques?  Fancy making every step really count towards your health? If the answer is yes, Three Rivers District Council’s brand new Nordic Walking courses could be just the thing to help you kickstart your fitness.
Nordic Walking is one of the most sociable and effective exercise techniques around, involving walking with specially designed poles to improve fitness. First used as summer training for cross-country skiers, Nordic Walking works the upper and lower body at the same time, strengthening the back, legs and arms and reducing neck and shoulder tensions; and all this whilst exercising the heart and lungs. Nordic Walking can burn up to 400 calories per hour, compared to 280 per hour for normal walking.
The District Council will be providing Nordic Walking courses for all levels of experience and fitness from Beginners to Advanced. The Beginners and Intermediate/Advanced courses cost £20 per person, including six weeks of one hour sessions with poles provided.
Free taster sessions will run on September 4, December 11 and January 8 2009 from 11.00am - 12.15pm, with participants meeting  in the main car park at the Aquadrome.
The Beginners level course will also run from the Aquadrome for six weeks, with the next course running on Thursdays from September 11 to October 16. The Advanced level course, also based at the Aquadrome, will run on Tuesdays for six weeks, with the next course running from October 28 to December 2.
Places on all courses are limited, so early booking is advisable. For further information or to book, residents can ring the Leisure department on 01923 779392.

1 High Street, Rickmansworth (next to railway bridge)

Proposal: Demolition of existing building and erection of single four storey residential block of 14 apartments and 14 parking spaces. A previous application for a three storey office block was refused by the Development Control Committee in May 2007, but this decision was overturned on appeal last March. The existing building was a cinema, and was converted to office use in about 1980. Site records show there used to be a brewery here.

The next issue of this newsletter will have details of any local plans on the agenda of the Development Control Committee, which meets on Thursday 21st August.

William Penn update
The refurbishment of William Penn Leisure Centre has fallen well behind its original programme. This has inconvenienced users and staff throughout the building, as well as those waiting to return there to swim. On 22 July the main contractor (Gee Construction) informed Three Rivers that they now expect to complete the project in November 2008. This target date is provisional, and is based on a draft work programme which they are confirming with their subcontractors. A firmer programme is expected shortly, and the feasibility of earlier occupation of areas such as the new fitness suite is also being actively investigated.

Cutting corners in a rush to completion would be a false economy, so although completion is already overdue, the Council will not relax any of its quality criteria. Unfortunately neither the Council nor its contractors are able to guarantee a completion date with absolute certainty, although all parties are fully committed to finishing the scheme as soon as practically possible. 

Once construction is complete Hertsmere Leisure (who operate the building for the Council) will need two weeks to commission new equipment before opening the pools and other new areas to the public. The Council is currently advising Hertsmere Leisure to plan for a launch of the new William Penn Leisure Centre at the beginning of January 2009.

Why has it taken so long?
Refurbishments of existing buildings often reveal unexpected problems when construction work starts. This was the case at William Penn Leisure Centre with the unexpected discovery of gas and electricity supplies.

The causes of later delays are disputed between the Council and the various contractors, and between the contractors themselves, but all parties are determined that their resolution must not be allowed to delay progress on site.

Latest crime figures
A further drop in crime has been reported for the first quarter of the year 2008/09. Between April and June 2008 the overall level of incidents fell by 8.6%. The drop is the third largest in Hertfordshire while the total crime figure for Three Rivers remains the county’s lowest. While domestic burglary in the district has increased, other kinds of burglary, violent crime, criminal damage have all fallen significantly.
Three Rivers crime statistics for April - June 2008 (with comparisons to the previous year) are:

  • Vehicle crime: 200 reports (previously 209)
  • Criminal damage: 253 reports (previously 293)
  • Domestic burglary: 85 reports (previously 78)
  • Burglary, other (including businesses and outbuildings): 57 reports (previously 83)
  • Violent crime: 141 reports (previously 199)
  • Theft of bicycles: 29 reports (previously 50).

William Penn Delays

Gee Construction have confirmed that it does not now expect to achieve the target for completing work on the William Penn swimming pool by the end of the summer.
This is obviously hugely disappointing, but Three Rivers District Council remains fully committed to ensuring that the project is completed as soon as possible, while staying within the Council’s fixed budget and quality requirements. All concerned have been instructed to ensure that no corners are cut in a rush to completion.
Behind the scaffolding that now screens the front elevation there has been progress on site. Both pools have been prepared for tiling, blockwork and internal walls are nearly complete, and specialist contractors are installing mechanical and electrical services.

Croxley Great Barn Open Days
One of the region’s oldest buildings opens this weekend in the first in a series of monthly guided tours. The 600-year-old Croxley Great Barn, which used to belong to the Abbot of St Albans, is in the grounds of St Joan of Arc School, and has been off-limits to the public since the mid 1970s. But control has now been passed to the Three Rivers Museum, whose volunteers are to deliver guided tours.
People wishing to attend the inaugural viewing should gather in Caravan Lane, Rickmansworth, at 10.30am on Saturday. To confirm your attendance please call Barbara Owen on 01923 772325.

Tesco plans for Happy Man site
Tesco have delivered glossy leaflets to homes within 1km of the (Un)Happy Man site, outlining their proposals for a Tesco Express convenience store. The development, if approved, would incorporate eight two-bedroomed apartments on two floors above the store. The glossy leaflets are described by Tesco as part of their “public consultation”. At the time of writing, Tesco have not yet submitted their planning application to Three Rivers - when they do, Three Rivers will conduct its own official public consultation, so if you have any views (or if you have already responded to Tesco) please submit them at the appropriate time to Three Rivers planning department. I will let you have more details when Tesco submit their application.

Ricky Residents Meeting
All residents are welcome to attend the AGM of Rickmansworth and District Residents’ Association is tomorrow, Tuesday, 3rd June, at 8.00pm in St Augustine’s Hall, Our Lady’s Catholic Church, Park Road - note the change of venue from the usual.
After the business part of the meeting, there will be a talk by a representative from Transport for London (TfL) who will speak on the plans for controversial new rolling stock on the Met Line.

Nomad Kayak Club controversy
There has been local concern that Three Rivers is about to “evict” the Kayak Club from the premises in the Aquadrome.
When planning permission was granted last October for a new cafe and public conveniences, a planning condition was attached confirming that the existing building must be demolished. The existing premises are regarded by most people, including the Club officers, as unattractive from the outside and basic inside. However this demolition will not take place at the earliest before the end of the year and the Club will remain in situ, rent free, until then.
This does not mean the Club closes then. TRDC has been negotiating with the Club for about two years about future arrangements to accommodate it. A year ago the Club had agreed an alternative arrangement, but now they have come up with a different plan which TRDC has been happy to discuss with the Club officers, and those discussions are continuing.
It seems the confusion arose because the appropriate legal notice, to comply with the planning permission, had to be issued and some people thought, incorrectly, that the Club was about to close down.
